What a 600 PSAT score means
The PSAT/NMSQT, PSAT 10 and SAT are built on a single College Board scale, so there is no conversion formula: a 600 on the PSAT represents the same skill level as an SAT 600 on the day you took it. That SAT score is low, at the 2nd percentile of SAT takers (top 98%). On the official concordance it is equivalent to about a 9 on the ACT.
What to expect on the SAT
Most students take the PSAT/NMSQT in October of junior year and the SAT the following spring, and the gap between them is where scores move. College Board reports that scores generally rise about 20 points per section, 40 in total, when the SAT is taken six or more months after a PSAT-related assessment, which would put a 600 at roughly 640. With a few months of deliberate practice, a typical student lands between 600 and 700; without preparation, most score close to their PSAT. The largest gains come from the areas your PSAT score report flags as weakest, usually a few grammar rules in Reading and Writing and core algebra in Math. National Merit context
National Merit does not use the PSAT total. It uses the Selection Index: (2 × Reading and Writing section score + Math section score) ÷ 10, on a 48–228 scale, from the 11th-grade PSAT/NMSQT only. A 600 total is well below National Merit cutoffs, which are not the goal for most students anyway. Cutoffs are set per state each year and have recently ranged from around 207 to 223 for Semifinalist standing. Two students with the same total can have different Selection Indexes because Reading and Writing counts double.
